Is there a particular reason I'm not allowed to send nor reply to PMs? I'm getting an error message saying that I'm not allowed to.

Yes. There was too much spam by newbies via PMs.
So new accounts lost the permissions to send PMs. Take part in the forum, and you will soon be able to send them as well.
I think the limit is 5 or 10 posts, and maybe some account age.

We get a lot of questions about this, so maybe it would be better to let the error message explain the situation.

The forum will limit you to one post every 60s or so.

If the warning message stated the post limit they require to PM it wouldn't be very effective and would increase the number of pointless post to get around it.
yes, a time based limit would be a good idea if it's not already doing that.
