riffa caps

i have this solarcon 7075 seven and a hald digit multimeter,it has a mains input filter that the powerlead plugs into,it smells like a rifa is going south,can i remove it,is it actualy needed,if not can it be disconnected or bypassed?.

Those RIFA capacitors are for EMI/EMC purposes.

You can omit them when verifying equipment's general operation, but to ensure performance in a high-sensitivity analogue instrument you may need to replace then.

New X2 caps are easy to find. I would replace them and that's it.

X1 caps are just as easy to find and are better rated.   For a few pennies more, why not?
