Rubidium Frequency Standard... do I need it?

I am about to buy the Rigol DG4000 series waveform generator, and I wonder if I should get 1 of the rubidium FS from eBay.
If I got this right, the frequency standard should increase the accuracy of the waveform generator but leave the same resolution, is that right?

And if it does increase the accuracy, will it make any difference for me? (its a 70MHz generator which I plan to use to generate and measure only a few Hz maybe KHz)

The DG4062 has very good accuracy to start with. Unless you have a particular need for high accuracy it is more than adequate.
The frequencies you are using are irrelevant - 1ppm is  1ppm regardless of frequency, although  a generator may introduce other errors at some frequencies depending on its architecture
