Trouble reproducing a schematic on Eagle

I am reproducing a schematic from TI's reference designs.

Schematic

What should be the voltage rating of the capacitors rounded in Red?

Do those double arrows highlighted in Blue be they are connected to each other? How do I draw those symbols on Eagle?
How can I get the pointed arrows on the end of the wire like the ones highlighted in black?

Choose the "Name" option in the vertical tools bar
Give the same name to the nets you want to join (Ex. C10)
Click "Yes" when Eagle proposes to join the nets
Choose the "Label" option in the vertical tools bar
You can choose between several label formats in the horizontal bar
Click on the nets to attach the label
