I have a recurring issue with EEVblog.com. I load the home page and the 'latest video' is not the latest video, it is the second latest one, with the latest one being displayed under past posts (example attached). If I refresh the browser, it does nothing, but clicking on 'home' solves the issue. Anybody else have this?

3 different computer in the same network ? are you using a proxy to access the web ? if no proxy on your network then it might be a transparent proxy at your ISP, or even worse - man in the middle.
Sounds like a proxy cache to me. Either at the ISP or one of those "internet accelerator" programs.
Appears to be a Chrome/XP thing. Works ok Firefox/Chrome I have since discovered.
The dates are set correct and I have experienced issues with chrome and incorrect date/time settings but not the case here.
Also no proxy, perhaps man in the middle.
I know, shame on me i am still using XP, but until now it has served its purpose very well.

Sounds like you're missing (or have some outdated) some root (or other) certificates or, as has been stated before, have some kind of proxy messing with your data in transit, It's not XP's fault directly and it it works fine here. In fact it works fine on Windows 2000 here (though I don't have Chrome to try on 2K.)
I have just seen the same thing (19:00 GMT 24/02/16). Latest video at the top shows #853, next video down is #854.
Seen on both my Android tablet and my PC on IE, Firefox and Chrome.
As #854 is only 17 hours old, could it be to do with how often the latest video is checked for? This is the first time I have noted it.
Same thing, in IE and Chrome. Clearing data does not change anything. #863 shows up as the latest, with #864 the first one under previous episodes. Two different computers on two different networks - noticed it last night at home when I hit the main page (I usually link right to the forums) and saw the B52 computer teardown listed second.

Same problem here, pretty sure the bug has been there for a couple of weeks on android and pc both at home & at work.
I appear to have the bug as well. Latest video is still showing as 'How A Multimeter Works' but past videos starts with the B52 Computer. So, the 'Latest Video' screen is not updating.
Browser in use is Firefox 44.02 and I've tried clearing cache and cookies.
Same for me. It oftens displays an older video as the actual one on EEVBLOG, while youtube is updated since some 24h or so.
