I didn't have any luck, but if it helps ON Semi says the part was also named under PB99026MN and SB99026MNR2

did you actually replace the SB99026MN (a.k.a agilent 1822-1124) with the ONSEMI part?

never mind
the pinout does not match the prescaler chip. input and output pins are visibly at very different locations

so NB7N017M can not replace the Agilent 1822-1124 prescaler. it's not the same chip.
it is probably a variation of that chip by onsemi made for agilent.

by the way i think it was never mentioned in this thread that this chip is the main divider in the synthesizer section of the agilent MXG signal source. N5181,82, 71,72 etc...

yes. the picture seems to be from one of the variations of N5180-60xxxx board

I have a very weird and sort of intermittent unlock issue happing only at the low end of the VCO (at 750MHz-800MHz or so, no precise range )
still I cannot say its due to the prescaler chip. I also suspect the VCO itself which is one transistor and array of many varactors around it...
I have derived the whole pll circuit...search is ongoing...
