It's necessary to overstate it, the average intelligence of those who break in to electrical installations (and telecoms cabling) with the intent of stealing copper or aluminium is quite low.
Metal thieves cause blackouts and the cause is often stated as 'a small fire in a substation'.
The 'small fire' is their clothing and fat burning.
Those who steal telecoms cabling are of similar low intellect, in one instance close to where I live, over 600 lines were taken down for four days by idiots who cut and removed a hundred metres or so of fibre optic 'cable'

I have seen a horrifying video that I found on Liveleak of someone so badly burnt you could see his diaphragm through a hole in his lung move up and down .
The sad thing was it was a child and still alive unaware of what was going on with everyone taking pictures.

The doors look heavy and maybe it was left opened by someone else.
They called him a copper thief as in the title but at that age he could have just been messing about.

There are several very impressive videos on Youtube related to accidents in electrical cabinets.
One of them I saw a little while ago, it had happened to an experienced electrician at a paper mill. The video did not show any gross images, but the description of the interviewed co-worker made your hair rise. Basically the poor guy caught fire. The interior of the cabinet was thoroughly gutted, heavy steel racks were completely deformed.
What all of the co-workers wondered was how a dedicated and experienced electrician could have made a rookie mistake.

I assume your conclusion is related to the jpeg artefacting around the black-on-white lettering?
But that is a normal characteristic of jpg images. In this photo it just stands out because that lettering is the _only_ grouping of high contrast black-white shapes in the image. However if you look closely at all other light-dark lines in the image, there's a similar amount of artefacting, just lower contrast because the primary feature is also low contrast.
Something that makes me tend to think it's a genuine image, is the vertical bar of diffuse shadow across the text area. There are no visible flaws in the edge shading of that shadow, which would be difficult to get right in photoshop.
Btw, the sign's wording is not logically inconsistent. They didn't specify the order, or claim that the electrocution would occur at the box. It could mean the fine first, then execution by electric chair. They're just being polite with their threat.

I'd instantly delete all messages plus the phone number of anyone who does that at me. I've never seen that convention either. Asterisks, sure. All capitals or using spacing too. But not this. Thankfully.
