Then why didn't they made it directly 300mil instead of 600mil?

Cost, possibly. Compatibility with other ICs, maybe.

Probably to allow more routing space on the single layer PCBs typically used in the sort of consumer apps they're targetting, which are often not size constrained due to front panel layouts etc., but routing constrained to keep it on one layer.
