No. You cannot hear the sound yourself, so you do not know how loud it is. It wouldn't be right if your neighbor had a noisy child to install a loud siren. Besides, when was the last time you saw a dog actually shut up because you yelled at it?

Suck it up. You live in a neighborhood, you get the noise. It's not exactly like they're blasting high-pitched squeals at your property and driving you batshit insane, is it?

Also - if the dog is barking nearly twenty-four hours a day, it is probably being neglected and you should call whatever the UK calls their animal control. If it is not barking nearly twenty-four hours a day, you are too sensitive to live near other houses.

the other issue is the ultrasound device will set off any other nearby dogs each time its played,

i do agree about correcting the owner or socializing the dog before sending the thing mad,

as for a method, a small compressor pump filling up a reservoir tank e.g. a 2L bottle, and a solenoid that opens to blow air into a conventional dog whistle,

I looked into the ultrasonic dog things a while back mostly out of a curiosity.  It sounded like the only ones that supposedly work are the ones that only go off with a short pulse when the dog barks then stops if the dog stops.  Dogs are really good a dealing with constant stuff so they just get used to it if it's all the time.  If it only goes off when they bark they can associate barking with the noise.  I guess that's the theory at least.  Some are really directional too.

Personally I think people with dogs that bark are jerks(and that's not the first word that came to mind there).  If I had that same level of noise coming from a stereo in by backyard at all hours and refused to do anything about it, I would be arrested.  Seriously.  It's inconsiderate for your neighbors and that can't possibly be one happy dog that just barks all night.  Since the neighbors can hear it, I know the owner can hear it too.  A dog is a piece of property.  There is a reason people are refered to as Dog Owners.  People chose to buy it, bring it home, feed it, keep it alive.  My car is my property but I can't take my mufflers off and rev the engine all night and expect no one to care.  What's even worse is when you get multiple negligent dog owners in the same neighborhood and they have dueling outside dogs at all hours.  Keep the dog inside if it won't shut up.
Usually dogs bark a lot because they are afraid, not properly socialised or bored. You can try offering to take it out for a walk.
If the neighbors wanted a dog, they would go buy a dog.  It's not their responsibility.

Sorry.  got all worked up.

I've also got a problem with a neighbours dog. It's a little yappy thing that goes almost without stop when the owners are not home (all day).
I dropped in a couple of times to talk to them about it but there was never anyone home so I reported it to the local council.
The council spoke the the owner about the problem and all of a sudden, I'm the biggest bastard in the world because I 'went behind their backs'.

I can get the council to follow this up but the council want to charge me for the process!

In my experiences, high frequency whistles just caused my dogs to panic and bark. But as a dog owner it's best that you have personal talks, having a letter from a county office saying that you have a month to get rid of your dogs would be a nightmare.

I had a yappy dog that would bark at any one coming into the house and no amount verbal persuasion woks shouting at a barking dog just encourages them as they see you as the pack leader joining in. I purchased an ultrasonic zapper that emits a pulse when you press the the button. the trick is the timing of pressing the button and saying no to the dog. After a while the dog gets the idea it hears the pulse of sound and stops barking then it stops altogether when a stranger comes into the house and I am within sight. It is really not worth making such a devise as there are so many on the market some at very low prices.

I own dogs but have also suffered from dogs barking next door. Dogs generally cause a problem from excessive barking when they are left alone for long periods and left outside. The one time that our dogs caused an annoyance by barking was when my daughter let them out into our garden and then went off to her room and forgot to let them back in - she was listening to music and didn't notice them barking but of course the neighbor did! The dogs were just asking to come back in. An apology from me and taking care not to let it happen again sorted out neighborly relations. We suffered from dogs barking when living in a previous house where the neighbor left a couple of dogs outside in a concrete run all day - the dogs barked because they were bored, we were only renting so it wasn't a long term problem.

A good way for owners to train dogs is a remote control collar that squirts lemon juice, it does the dogs no harm but they hate it and it draws them up short if they are up to any naughtiness.

I think the best approach as others have suggested is speak to the dog owner, they may not be aware the extent that their dog barks as they are probably out when it happens. If the owner isn't cooperative then the RSPCA probably can give advice, they may consider that a dog that is left alone for long periods is not being properly looked after and take action.

To lighten the mood there is an old joke (I'm not making light of the real problem of barking dogs but I do like this joke) :
A couple suffered from a dog barking next door. One night the man said to his wife "I've had enough, I'm going to sort this out!", he disappeared  and there was the sound of a skuffle and then the noise of the barking got a lot louder. The man came back into the bedroom with his pajamas torn and mud and dirt on him but looking very pleased with himself. "What did you do?" his wife asked. "I've put the dog in our garden, now see how the neighbor likes having a dog barking next door!"
