Overseas Mask Testing

My Google skills are pretty good, but as you know they optimize searches on a personal basis or um, bias.  I'm coming up dry on this one.  Can some one find me a facility in Asia that can test N95 with FDA or OSHA or other US certification for the NIOSH mask standard. Must not be tested in China. 

My friend has a donated budget to import masks to the US, but FDA told him the mask `must be tested overseas, and NOT in China. Masks can be made in China, but they must touch another international port first for testing, prior to import to the US.
So Japan, Taiwan, Korea, etc.

I'd rather test them here in the US, but they evidently will not make it past Customs, even on Bond for testing.

I'm spending full time on getting a mothballed  laser cutter going to make faceplates for shields (60,000 units)  at the request of our local county health department, so I'm out of time to work on the import issue for my friend's project.

From what he is finding out, one end of the FDA does not know what the other end is doing.  Tail wagging Dog. We had to go through another state's governor's office just to get FDA to call back.  FDA is a huge organization.

He has even had an Engineer friend in China bravely visit three mask plants looking for the best. Has the funding, has the shipping. But needs the Cert.

Not only does the left hand not know what the right hand is doing, it doesn't even know there is a right hand.  If it did know about the right hand, it wouldn't care.
