According to OP, it was dropped by a package thief on his way out after stealing someone's box.

No idea what this thing is. Its battery powered and it lights up. Doesn't make noise but one of the settings is "mute". Not sure if it was something he used to check if the package had electronics in it?
There are no external input or outputs for cables.
Its about 3-4 inches long and about 2 inches wide.
I tried to google "small device with lights", "device to test packaging" and a few other variations on that.
The 3 LED lights cycle through colors when it starts up. Seems like the lights light up when I tap it or move it so it mush be some sort of movement sensor.

I built a similar gadget years ago but it was a remote control motorcycle alarm, the tilt sensor would trigger the audible alarm if the bike was taken off the stand and moved to the vertical position.
