Panel Gerber editor

I have designed a small circular 40mm diameter PCB in OrCAD PCB Designer and made a panel of it (3x3=9 such PCBs in a Panel) by using external software. Panel size is 150x150mm.

I got some gerber(.gbr) files in return of Panel from Manufacturer which i want to edit. The reason is that we want to add adhesive tape over all panel with selective openings which i will decide. So wondering hows this possible? I already tried looking into ViewMate and GerbV.
