NVIDIA RTX 3060m Frankenstein fan issues

I have recently purchased a used NVIDIA RTX 3060m Frankenstein GPU that is a laptop GPU placed on a PCI-E card for use in a desktop.  These were popular with the mining community for a while but now that has stopped I was able to get it for cheap.  The issue is that I can't find a way to control the fans on the card and am wondering if that is because it was a mining card or if the modifications that were made to make a laptop GPU work on at desktop are the issue here.  I have tried using various utilities (MSI Afterburner and fan control (what ever you do don't use fan control as the uninstaller is broken)) and both of them could not see the fans on the card to control them.  Is there a utility to control the fan on these cards or is that not possible?  I do have to run modded drivers to get the card to work on a desktop but I don't think that is the issue as even during boot the fans don't appear to change speed.  The driver I used is here: https://github.com/arutar/FrankenDriver.  The BIOS on the card is version 94.06.0F.00.AE.
