Problem Closing/Opening software or app

Hi,
May someone can help me, I have prolem that prevents software to execute or open on windows7, My OS mentions to a problem prevents to open the (exe).
Please, can I detect the problem?.
where can I go exactly to findout or determine (directory, task....etc)?.
