What are these PCE-5126 CPU stand-off boards ?

I've never see a modern CPU on card like that before, are they for servers, data centers, etc ?
Can they run them together like Sli or Crossfire, or like super-computers ? They look pretty cool.

Normally called  SBC board   or single board computer

it depend of the backplane / base board,  some of them looks like an pci bus port, vey old models had an isa bus   etc ... 

some of them can be autonomous IE:   no backplane needed
