Many years ago I got myself a small e-reader, I think 5" or 6". I didn't use it much because the the small screen meant frequently flipping pages, which is annoying due to the low refresh speed of e-ink.  Personally I'd recommend getting an e-reader with an as large screen as practical for you, if you really need a small screen you are better of with something else.

I agree, the small screen could be a barrier to smooth reading. They lack front lights too, they make such a difference in low light conditions. The removeable SD card is a nice touch though. PDF is no loss on a screen that small, but it doesn't support mobi, which is a another popular ebook format (although Calibre will convert between mobi and ePub).

If you want a general e-reader without Amazon etc. strings, I would pick up a clean second-hand earlier gen Kindle Paperwhite off ebay, clear any network setting, put it into aeroplane mode and side-load your books / documents.

Edit: I don't have any knowledge of Kobo or other readers.
