The firmware is all labeled Keysight.... That's relatively new

Dave did note that there were no seals to break when getting the cover off..... and the dumpster secret might be to not actually throw it in there.

Dave hasn't gone Harry Potter on it. I'm pretty sure it has terrible microphonics issues when tapped with a pointer
From the serial, the factory calibration date is 6/17/10. The SW version running is 05.75.00402 which was released on 2/24/17 (recent!). Current SW is 06.00.00628 which was released 3/29/17. End of support for this model is 3/1/21.
This looks like a Keysight demo unit to me. (1) Keysight rep card on top, (2) no corporate asset tag, (3) no one needs / buys that many SW options for one unit, (4) manufactured right at the start of the product lifecycle.

Here's a couple of tells:
+ The rear housing screws were removed before trying to power on, presumably to introduce the supply fault.
+ Sticky tape has been added to conceal the windows COA sticker, but not the S/N (the roll of tape is sitting on Dave's shelf).
+ If I'm reading it right, the scope has only had one cal from new (June 2010). It seems unlikely a working lab would spend $300k and never calibrate it.
+ The test lead he cobbled together looks suspiciously like the main cable from an Agilent RF power rail probe.
Better give Keysight their demo unit back.
