My brand new PicoScope 2204A has a DC offset/error of ~+3mV on both channels, with probes shorted. According to the specs, the DC accuracy is ±3% of full scale ±200 μV - at +/-50mV scale, this translates to +/-1.7mV. My old non-A PicoScope 2204, whose death is the reason I bought a new one, always displayed zero signal at zero input. Is this a valid reason for returning it?
I would certainly contact Picoscope.
On most of their scopes this would be absorbed in the general offset but I don't think the 2204 has an offset option but it may be some easy setting in software.

There is an "offset" adjustment in software, but it offsets the entire scale, so the DC error reading stays the same.
