This scope has worked fine for about a decade. Suddenly, the welcoming screen runs for about 5 seconds then freezes with vertical lines overlaying
the display. Never gets beyond the frozen screen.
Any hope of fixing it ? I emailed Owon to ask for the firmware but never heard back.

Wouldn't really know. PSU problem? Open it and see if there's something obvious.
What have you tried so far? Did you measure power supply voltages?
You could also try contacting Owon's operation in the US and see if they have a solution.

Do you mean an Owon SDS 8202?
If so the service manual is available here.
https://www.manualslib.com/manual/3010120/Owon-Sds-Series.html#product-SDS%20seriesThere's a fault finding flowchart but most of the resolutions are change the main board or change the LCD display.
As said previously, with any faulty instrument, it's essential to make sure the power supply rails are at the correct voltage and free of ripple. If they are not any further investigation is a waste of time.
Also as said previously, it's worth getting in touch with Owon North America. This may be a problem they've come across many times and there could be a simple solution, such as a factory reset procedure.
