As you know, we find the frequency of the "valley"....then at that point, 1/wC = wL.
-From this we can work out the ESL , since capacitance does not change with frequency.

Signal generator and AC voltmeter, or oscilloscope.
If your company doesn't have those, then "we" should find another company to work for.
If your company also possesses a power supply, then you could - and should - also measure the parameters as a function of DC bias.
BTW, your schematic doesn't match your description, and it is conventional to have the signals flowing from left to right.
These electrolytics are not specified for 450 kHz (as all electrolytics i am aware of), so don't use it there professionally, just measure for your personal enlightment.
What is your application?
Thanks yes i appreciate its not for 450khz...but can still damp a LC filter that uses MLCCs.

is there any way to get round the software installation on the Bode 100?...none of our work laptops have the Bode 100 software, and we dont have admin rights to load it on.
Is it totally unuseable without the software that comes with it?
I mean, like with LTspice i can use it without admin rights.

Umm -- ask an IT admin to install the software for you? Or ask whether there is a computer stowed away somewhere in the company which has the software already installed? They presumably bought the Bode 100 VNA at some point in order to actually use it...
If it is
this device, which has no hardware controls at all, I don't see how you would use it without the PC software. Well, it would probably make a decent door stop, or you could use it to position your monitor or oscilloscope a bit higher.
