This what I can think as a person far from the law but your lawyers should think better and analyse how those organisations do.

This only works when you have 1 prize, not 125 scopes. Even if it was 1 scope, nobody will bother to read thousands(!) of crappy ideas from people around the world, its boring as hell and nobody gets anything useful from it, making "project contest" where people need to show skills is more doable, but also pain in the ass. I've seen many contest on internet and believe that in most cases dumb random lottery is the best way both for company and for people too.
Actually I think Keysight had something like this last year when there was some poll and videos or some stuff like this. Or maybe it wasn't Keysight.... anyway it turned out not so well, much more headache for no reason.

The problem has nothing to do with the EU or NATO - it is to do with local laws of the Country and/or it's States.

They will no doubt be using a generic form. It hasn't been customised for this specific promotion.

I'm not sure of the specific regulations around the Czech Republic, and I unfortunately don't have a list of why each country was excluded, but it definitely has to do with remaining legally compliant.
With regards to the "other" country option, there were a couple reasons. One of main reasons is that without the "other" option we got a lot of calls about a form bug that didn't include the user's country. Adding "other" saved me a of time in the long run (even if it means I'm responding to the new set of questions)

The first week of the Australian contest didn't seem to run that smoothly. There appears to have been some time zone confusion, and the question form doesn't accept submissions if the same email address was used for the email reminder form? Either that or I managed to skip the confirmation screen for my first submission, and then disqualified myself by re-submitting from a different email address

I entered my name and email for notifications - but they just seemed to disappear. There was no confirmation that they were accepted - nor an email notification.
Makes you wonder if you've actually registered.

I posted my answer, probably one of the first, however only answered half the question on the first time i submitted it - speed reading isn't great when details are needed like two part questions!
Then i got thrown off by the form not submitting when i hit submit, and it took me a while to work out it needed a company name in the form to allow it to be submitted... sigh.
No doubt i missed out this time, always next week i guess.
