Hope we hear some more, but since the author is Japanese I kinda doubt it.
I get the same error from a Japanese IP, so it's not that he has decided to block foreigners.
The server itself is actually returning a 500.
Someone surely has it archived? It was a static site.
I checked the WaybackMachine to see if Elm-Chan pages are archived, and Wayback refuses to cooperate, claiming a "robots.txt" block.
It is up and kicking again....
