In another word, this can be an attempt to use taxpayers' money to make PV lobbyists and their employees happy.
I think it's more a PR move towards foreigners. To use PV panels it makes far more sense to just plump them down in a desert and build a modern aluminium smelter near by designed for PV supply (ie. intermittent). That will minimize your losses.
PV are the minority cost in glass roadways, it is one of the most expensive ways to use up surplus PV. It would be cheaper to just recycle the panels directly.

The Chinese panels that they're selling in this country don't last for three years and the Chinese built synchronous inverter/controllers don't even last that long. It's no surprise that no one is buying them! IMO Chinese solar panels would be
most useful if someone ground them up and made pavement out of them.

Bullshit. Most PV panels deployed worldwide are made in China and are high quality with 20-30 year warranties standard.
Chinese inverters are another matter...
And of course any solar panel is not going to last long embedded in a roadway nor will the power output be anywhere near optimal. So despite high quality Chinese solar panels, solar roadways of any kind remain an ill conceived boondoggle.
Solar roadways are the answer..... right?
