Hi guys, my battery charger just stopped working, zero life but faint burning smell which I have had a look and done a bunch of diode tests. No shorts, nothing so wondering if the main switching IC has let go.. looks like only 1 secondary with zero volts on the reservoir cap.. fuses all good, I have rectified mains voltage present on the primary cap.. anyway, I have no idea and spent a fair time searching for this ic, has anyone got any ideas.. using my phone I "think" the markings are 63H30a 347..

Check R12 and R13 for open circuits.
Check or replace the capacitor on the IC's Vcc pin (D3 cathode).
Does D2 look like it's cooked?
I believe that's an OB2263.
Thanks guys.. I've got a magnifying eye glass coming for future plus another charger from same brand has stopped working, both being used at my son's house so he has dicky electrics.... I will double check those resistors..
