3 years ago, when the CDN $ was on par with the USD $ and when USPS shipping was somewhat reasonable, I tried to buy an used Fluke 27/FM from a Florida ebay seller. I questioned the seller about shipping and was informed that he was not able to ship to Canada due to USA regulations.
This is for a 25 year old multimeter. I can't see how this meter has any secrets that would harm the USA. In addition, NATO used these meters, including Canada.
Yes, the 731B must also be about 25 years old.
Even weirder, I told the seller that I will have it shipped to California.
Then he replied he can not do this, because I have the - intend - to have it forwarded to Germany and that is not allowed either.
Mine was bought from the US , by an honest seller.
That was satisfied with the bidprice he got, i think i gave $165

If the seller got it originally from a government liquidation auction he was probably required to sign paperwork with very threatening language stating he would not export it or sell to anyone he believed would export. The US gov when getting rid of surplus test equipment can't seem to be bothered checking what has export restrictions and what doesn't so they just apply a blanket policy to buyers.
I bought three 731B all shipped to here in China with no problem.
One good thing about 731B is that is consumes very little power from the mains. The current of one of them from the 220VAC mains is only 2.3mA, which is 0.51VA(not Watt, VA is the apparent power, the real power is even smaller).
One bad thing about the 731B is the very poor implementation of the transformer: no insulation between the primary winding and the shield winding.
The shield winding was shorted to the primary winding one day in one of mine, making the power cut for the whole house because of the leakage protection. I teardown the transformer and found out that there is NO insulation between the primary and the shield made of bare copper sheet.

The green/yellow wire is the shield, which connected to the earth(and connected to the case/chassis/metal power switch as well).
Red, orange, brown and black wires are the two primary windings. The copper shield is directly wrapped around the primary winding.
