Why do those thermal cameras that are not US brands still have 9hz version? Isn't ITAR only controlling items exported from USA?

Google Wassenaar. The US is not the only country that believes that all technology does not belong in all hands.
Additionally, once a 30Hz camera gets into a Wassenaar signatory state/area, it cannot leave without a license regardless of who made it.

That is my understanding, although whether the destination is a Wassenaar signatory is not relevant. It is a UK controlled item trying to cross a Wassenaar border (EU is one zone for Wassenaar purposes).

Actually, according to the domestic law of some WA signatory like Japan, you can't even bring the camera back to its origin country without permission even if the origin country is a WA signatory too.
