Bank transactions with restricted entities are also prohibited. This is the whole point of restrictions.

If you want to risk it, you can create a second account and buy the parts from the first one. And hope that second account is not flagged.

They really don't gain much by holding small (for them) amounts of money like this.
Scam 10000 customers for 2k parts each.
Thats already 20.000.000 usd.
Im pretty sure they gain a lot.
Scammers.

It is quite possible you never had to run any business.

I'd keep pressing them to reimburse. Politely, but persistently. Not calling them names, just regular business communication. Because employees who process your request won't get cent from your money, but they may make a decision in your favor. Those money are peanuts for the company, they are loosing much more on reputational losses, and they know it.

There is such a thing as doing it on principle. For example, there are people who spent way more money on fighting civil asset forfeiture in USA than unfairly confiscated money was. Well knowing they won't be able to recover those expenses and will be at more loss than just doing nothing. Or for example fighting patent trolls. Most companies would just give like $20k ransom for them to go away. But some will spend millions on many years of litigation.

Case in point : Nexperia. Right now there is massive upheaval. Nexperia is owned by Wingtech ( A chinese company). The chinese government has blocked them from exporting parts from china. The problem is that many western companies (notably european car makers) use nexperia parts (nexperia was NXP was Philips .. so they still think it is dutch owned. it is NOT !)
Yesterday the Dutch government had to step in an re-acquire the company.

I'm not sure it is related to the rare earth materials. Not selling components containing them is one thing, but closing accounts because of that does not seem justified.

How would you even know if a specific component is affected?

Rare earth metals are only one thing. There are other factors too. i don't know all of them but right now things are very problematic. This is a geopolitical / geoeconomical battle being fought at world level and there is a lot of damage being done. Especially for smaller companies.

There's a lot of uncertainty in other aspects too. Package handlers like DHL/Fedex/UPS and even post offices don't know how to deal with the paperwork. Certain countries are putting up barriers against what is called "dumping commerce" like Shein, Temu that are flooding the markets with cheap stuff shipped at laughable rates. They send a packet from china to your door for less than the cost of the paper the stamp is printed on. You try sending the same packet to china and see what you will pay to your post office. And we're not even looking at customs declaration and other paperwork + costs.

The holding depots of UPS are so full with stuff waiting to get through the additional scrutiny that they have started destroying packages.

i don't like it either. i had several projects i wanted to run at jlcpcb... i'm contemplating to put them back in the drawer.

Chinese law says you cannot do x-y-z anymore from now on. JLCPCB is a chinese company that has to abide by chinese law. IF they make a law that says they can no longer sell to you , for whatever reason, than that's it. If they also make a rule that no bank transactions can be done then your money is stuck. Your only option would be to fly to china, pick up your product at the door and cash in the cheque . Which, by the way is what they told you IS an option.

If your government decides they are going to put in a new road and need to bulldoze your house, what are you going to do ? yell at the guy with the bulldozer or the government ? It's not the bulldozer drivers fault.
Same here.

I hear you, it is annoying and frustrating but a battle against government rules is very tough. My last shipments from JLCPCB arrived last week but the cost doubled due to tariffs. Nothing i can do. Either i buy the boards locally at 1500$ and 2 weeks , or get them in one week for 65$ + 90$ in tariffs.

No, I get that. But the reason I bought parts from JLC is because I wanted to use JLC for assembly.  If this is no longer possible, I would want to get a full refund.

Until parts are delivered or populated on the boards, this purchase is purely virtual anyway.

It would not be VPNs in general, may be some specific ones. I use VPN all the time, and certainly placed multiple orders using VPN.

It is likely a combination of factors anyway. And people doing sketchy stuff are not going to admit that they are doing it.

They mention they cannot export components. But they can export assembled boards. I've seen this before. They don't have the export license for components.
A component is classified differently from an assembly (export rules). Once a component is fixed to a board it is "consumed".
There are some weird rules with parts that were imported first, put on a board and re-exported. Let's say you buy a TI part, made in US , assembled in US. you ship that to chine to go in a subassembly that will come back. You need to file different specific paperwork depending if the part will
- return unused
- be placed in an assembly in china for use in china
- be placed in an assembly in china for use outside china.

The last one is even more tricky as they discriminate if it goes back to the original maker / vendor or goes on to someone else.
TI sending a part to china to be assembled and shipped back to them is different paperwork form TI shipping a part to china to be assembled and delivered to general motors.

It is difficult to navigate all these rules . Sending a naked chip to be packaged in china: they had to come back. You could not ship-on to the end customer. That is considered a transfer of ownership. If you have work done in china on your property ( the chips) and they are returned to you there is no import/export duty on your part, only on the work. If you send them on to your end customer that is considered a sale and there are duties to be paid. Those rules can be very complicated and require experts to navigate them.

Until parts are delivered or populated on the boards, this purchase is purely virtual anyway.
Unless jlcpcb has bought those parts and keeps them in stock. Long lead time parts for example. or parts not regularly stocked by them.

Parts pre-bought are yours. They are acquired and stored in their warehouse. You can consume them (by having boards assembled with them), or ask them to be handed over to you. Since they do not have an export license for "parts" , only for boards and assemblies (read their post : it clearly states mainland china only , and the fact they do not have a license), your only option is to go and pick them up.

Maybe there are aggregators or shipping forwarders that can do this. pick up at their warehouse, file paperwork and export using their license.

"Delivery is limited to addresses within mainland China via express shipping, with freight payable upon delivery. Export under our company’s name is strictly prohibited; we reserve the right to pursue legal responsibility for any violations."

Rules of international business. Read the fine print and know the rules.

^Even if they cannot export them, and supposedly cannot return the money, service fee ransom to hand them over is total bullshit. It's like, we are screwing you, give us more money to reduce your losses.
