If you have hacks on hacks on your machine then it's clearly time for full reinstall.
Other than that I'd say download the latest installer and try with that.
7.0 doesn't work as mentioned.
Full reinstall would take way, way more time to get back into an operating condition. Are you volunteering your time and effort to record all my installed programs and configurations, and put them back as they are now? Didn't think so...

You can go for AVRStudio v7.0.1188 (it's a direct link), which was the last ATMEL release before Microchip started overbloating -the already bloated- AS7 with their own garbage since AS v7.0.1417...
You could always use a second disk drive for dual boot or a virtual machine.
How much would you quote for that? $1000? I'll do that right now, if you come over here and deliver within 3 days (seems reasonable) what I've described!

Nope, needs twice the C: space I have (and that's not counting the breathing room Windows already uses on a regular basis). Also says I need KB3033929, which... sounds like something I should already have installed, but I don't actually see it in the list? (FYI, I don't screw with Windows Update, except one time, to remove that stupid Win10 upgrade BS. Nothing old is showing as pending.)

Sometimes a large amount of space on C: is taken in the user profile by things that could be moved elsewhere.
There are several way to free up space in the profile (of course if you have the space on another disk!):
