Embedded web page design software

I am always dragged kicking and screaming to the PC when I have to update / renew some embedded web pages running on the Microchip TCIP stack’s web server. Bit of Ajax / Java script and generic HTML. I’ve never found a decent simple web development application which allows the editing / display of this. The old WebPreview app from Microchip works OK(ish) for a quick render. Text editor for editing. I wonder if there is a better solution?

Preview: you can directly open the html files in a web browser. Note: this won't display anything where the tcp stack includes a page e.g. ~inc:header.inc~
Editing: there are many tools to editing web pages for those that don't wan't to learn html. e.g. dreamweaver.
