Sorry to hear. The chip mfr do not care about customer service unless you are a volume player. Many are just fine to support their local markets. Many times we had to communicate through an interpreter who phoned them up and spoke with them in Chinese so that we could purchase their parts or kits. That is common in this crazy industry. The chip shortages do not help either.
LCSC however should be more responsive and have found that their sister company, JLCPCB to be quite responsive on support. Ordered many times with both JLCPCB and LCSC without issues.
Do consider Aliexpress:
GL823 is available from many good suppliers we have used including:
VISEN Electronic chips store

You can adjust the shipping fees to match your requirements. Sometimes you can work with the vendors in Asia to consolidate your goods so you can receive them in sync in a single batch lot. Freight forwarders are very good for this.
So for example, VISEN and JLCPCB could both ship to your freight forwarder in Shenzhen who then will forward to you via DHL, etc. Have contact information for such forwarders if this is of interest.
For future iterations of your design, consider Microchip USB2240-AEZG-06. It seems to be available at this time of writing. There should be tons of support from Microchip. Found them to be very supportive on past reviews of their USB hubs, power delivery designs, etc.
In short, the offshore brands will be lower cost but landed costs may make the USA brands more attractive. Better stability with support from local semiconductor firms.
