Gooligum 32768 counter mode problem

I bought the PIC Training Boards 1 month ago. I am currently in the exercises on the timer0 and particularly on the counter mode. There seems to be a problem with watch crystal. I have installed the jp22 correctly but there is no oscillator response. The gp1 led lights up but without blinking. I tried with the 12f509 and the 12f629 and it was the same result. I checked the voltage on the gp2. He is at zero. There is no voltage either on the outputs and inputs of the cmos inverter. Could you inform me about the problem
