Don't bother with simulators.
Just buy a development board.

Tanks for your reply. I have explorer16 development board. I am an educator. I want to use simulator for students to perform their exercise without the Dev. board

Microchip's MpLab XIDE has built-in simulator. I have used to to simulate I/Os Timers, Interrupts,, Output Compare modules of PIC32

How many students = number of development boards required  ;D
Seriously, it's much more engaging seeing real hardware react to your code.

Cost? How much does your institution make out of each student?

Nice.
That's great for them.
...and great for your institution - guaranteed income from the government.

You should go with Proteus Simulator, its best for simulating codes and it has PIC Microcontrollers in its database.

I have tried it as well. As of I know, it does not support PIC32 MCUs

Ahan, I have simulated 8 bit PIC i.e. PIC18f452 etc in Proteus 7, I think if you check for its latest version, you may find support for PIC32.
