Hello

I want to read this mcu

Actually i have Reneases nec programmer but it has blocked the read option(but have write option) as this mcu is used in commercial purposes

So, i want to ask that is it possible to read this device through reneases programmer or any  other programmer???

You can't read the 780851AGC(A) or the flash type 78F0851AGC(A).
The 780851AGC(A) is a mask rom device, the (A) states automotive grade quality.
For mask rom devices there is a secret mode (rom test mode) to read out, but I am not aware of.
If it is a 78F0851AGC(A) not may not read-out, the on-chip flash programmer function only allows erase, program and verify, but no read-out.

Build a dumper?
A micro-controller, maybe some port expansion and just iterate through all the addresses and read the data byte by byte?

A dumper would not work - there is no external access to internal RAM or ROM.
To dump the internal data you would need an internal running part of program - not possible.
I have attached the data sheet of the 780851/52 products. This may explain why.
I know, there is a secret wy to serial dump internal ROM (is used during production test) using the X1 and some other pin(s), but I don't know the details unfortunately.

Depending on how much you want to spend, you can try one of the far-East reverse-engineering services or even attempt decapping and reading it yourself --- mask ROM is relatively easy to read just from a very high-resolution die image.
