TO92 package, could be ZTX951,PNP transistor, but it doesnt seem a flat zetex package,
google also returns an obscure NTE951 15V 100mA regulator,
did you try to check the terminals with a multimeter in diode test mode?
Or using a transistor tester of you have one?

Yes I just tested it, and the multimeter thinks it's an NPN with gain of 260.

This is their new logo.

After the merger, TI seems hell bent on wiping the NatSemi brand off the planet.

TI really is ...
First they did that 'TI Remembers Bob Pease' ... WTF

Anyway, i still go for TI for their parts because they are the first one to come up with an part reference android app
NXP came later then ST came only with opamps.

i believe the stripes where from internal component testing when the item was made, 2 bits of my test gear have the same, (even some tanatlums re-dipped with another colour)

2SC951? That matches being TO-92 and NPN.

Supposedly equivalent to NTE123AP.

National Semiconductor was a US company wasn't it? I thought 2SC is a Japanese naming convention.

Must have been ZTX951 then, it's gain is also around 300hFE max but it's a PNP
Is it NPN or PNP?
But then again judging by the age ... probably isn't even similar to the ZTX951
