have this bt tester,will it be any good for measuring the length of magnet wire left on spools,also has anyone experiance using these,a service manual would be cool too or a schematic.

Time-domain reflectometers are used to measure distances to discontinuities and other features of transmission lines (such as coaxial cables).
I don't think it would work to measure wire length wound on a spool.
Can you set up a resistance measurement (assuming the wire is insulated)?

no as one end(far) is not get atable so imposible to resistance test without unrolling the lot.
