Fan sensor output measurement?

I want to measure the fan speed from a 4 pin SanAce fan. I assume the sensor is open collector? I put 10K and then 1K pull up but the signal is only ever at ground with small 20khz spikes that don't change with speed of the fan. I try with 2 new fans and see the same thing. Do I need to do something else to measure the sensor output?
