FLUKE 5100A ripple question

Guys I picked up a Fluke 5100A that was kind of dead (no front panel activity) I managed to get that issue taken care of but now I’m seeing no active output. I hear the relays clicking and for example if input 400vdc with my meter on the output I see it trying to output when placed into OPR but then nothing. I checked the power supply rails and I’m wondering what an  acceptable ripple would be all the voltages are within specification but no mention of acceptable ripple. I’ve attached a pic of my findings.
