I got the desired output voltage, by changing the voltage divider resistors and also eliminated the high frequency noise in the signal. I got an output voltage of 5.65 V, which goes to op amp, from op-amp it goes to MCU with proper voltage scaling and diode clamp protection.
But I having confusion of how to find the transfer function of this circuit, Can someone with much knowledge on this topic advice me how to find the transfer function, or is there a software to draw this circuit and find the correct T.F...

I just realized op-amp will have its gain and all, so that will affect the transfer function, but ignoring the op-amp, just till Vout, how to find the T.F...

Vin is 100V D.C with frequency around 2.2 KHZ and i got Vout as 5.65V dc with frequency switching around 3 to 30HZ.

OK, I was just stupid... I found out how to find the T.F of circuits... its all here in the link below...

Wow, a first for me to see on a posting.
Same user asked, then comments, and then solves the problem with no help required by anyone else. Is this the future we are seeing, artificial intelligence skynet taking over?  ;)
