20% of the total voltage drop is a reasonable choice for the resistor. You've currently got 8 parallel strings of 2 LEDs and you are shooting for 30mA If per LED, so you'll want to drop 1.5V @ 240mA, which comes out to 6.2 Ohms, 1/2W.
