Non PLC industial logic

I'm looking for discrete logic fit for industrial application (high heat and vibration 28V logic). For variety of reasons I want to avoid the use of a PLC and the number of inputs I would like ~70 is inconvenient for din mount relays. I was think making PCB with some 74 series logic but would prefer a COTS solution.
