I tried to connect op07 in differential configuration for high side current sensing . Even when nothing connected to the input there is around 1.2 V in the output . I tried 3 op07 but ended in same. Please tell me is this their original characteristics or I am wrong

Resistor tolerances, or you are out of the input common mode voltage range. What is the offset if you connect the inputs to your analogue ground, and what supply rails are you using for the OP07 and what is the value of the resistors you used for the divider.

You connected the power supply wrongly, try reverse the connections.  ;)

The OP07 swings only about 2 volt from the power supply. Why dont you try to measure the current with something which is made for that?

If OP07 is properly powered by supply that is symmetric to the high side then the output will naturally swing around the high side. You have to convert that high side signal to low side.

Without schematic we will not be able to help more.
