No way. This is a beast from deep past that should be programmed with special piece of hardware. Manufacturer didn't provide programming specification for it to public.
And programming of it requre high voltage (in range 12-24V) and precise timing. So it is not easy to build DIY programmer for it even docs will be found.
You can try to restore logic of it by probing input/output (this PLD is a quite small one), but it could be problematic, because it has triggers inside.
