It's less likely to be regulation, more likely to be cost. Low speed requires more poles. Multipole motors are expensive.

Does anyone know what that might be, and a suitable replacement?
Oil wick. You can use cotton yarn.

You should vouch for migrating the US electric system to 50Hz, and your fans will run 16.6% slower. Or move to Europe  :)

I used roving wool available inexpensively at hobby lobby

Here my summer setup ;) Running at about 50%, The variac uses 3W idle, the fan other 4W.

In America you could buy a 220V fan and run it at 110V.
