Why the two 4-diode bridges after the batteries?
Even with Schottkys, that’s a large wasted voltage from 3.7 V.
If you need protection against a reversed battery, a single diode would suffice.

no protection is required, operation capabilities are required in set battery's to any orientation.
People who cannot tell the polarity of a battery should NOT be handling 18650 cells!!!!! There’s a reason we don’t sell bare 18650s in supermarkets…

Your circuit would be a lot easier to understand and analyze (both by yourself and others) if you don't cram all parts together so much and pay some attention to common schematic guidelines such as signal flow from left to right (which you sort of did) and voltages from top to bottom (which you mostly ignored).

What is the point of this circuit? What is its purpose, and what are the design requirements? Because it seems very, very complicated.

Aye, adding a short description of the intention of the circuit also helps.
