I thought it tonight and came up with these:
1.
silicon heat pads --> needs active cooling
2. heat pad, like heat blanket,
3. bulb-> bad idea, needs too many and can burst, dangerous
4. regenerative -> too complicated

but I need to calculate that, say put 4 burners to test 3kW@75V, too dangerous, burning hazard.I found this 120V 1500W bulb

I probably will go this way. Budget is under $100 with 8 relays to control 3kW eload, Probably will use fast switching device but 75V is nothing to worry about those load switches (save relay money).
My wall plug provide 1.8KW each socket (15Amp in this country) so I need to plug two sockets for my ac/dc design which is still in the air. I prefer heat blanket idea. I will add relay to control these DC/DC and current sensing (Bus wire maybe, high side ? coz it's only 60-75VDC from ac/dc) to display the voltage and current. I can add several parallel branch. I have to add some breaker circuit for safety design. arc arrestor circuits? I don't want to produce an arc when I energize this guy.

What is the problem you are trying to solve?
To find a new job. Seriously I got too many rejections they said I don’t have related experience. I worked on high voltage LLC for a few years and couldn’t land a job in power electronics. “You don’t have experience on SiC Gan” heard too many times so I want to build two things at home for two purposes: get related high power density ac/dc full brick and dc/dc full brick 3KW experience, and I can try to sell power solutions to local companies . High paid jobs are in power companies due to AI demands. I have tech skill but not good at bullsh*t.I can do all designs from thermal analysis to metal core PCB layout. Also will be my first time to build planar transformer. I will use JLC as start and move to better PCBA house. MCU will be from major companies and other trivial like non critical passive or sheet metal will be from Asia. I have some security experience but as a hobby i don’t know how to start, maybe just provide PMbus and either can or 485 + 232, I prefer half bridge LLC and fixed ratio pfc ac/dc like Vicor power did but try to get 99% above. I have designed buck-boost and 10-25KV HV and wrote code to do open or loop control. Have some experience on slow loop like plant feedback or current mode or voltage mode loop compensate things. I also have entry module and over load transient EMI conducted or radiated control skill which I am familiar with.
