I am restoring a old BWD 835 cro and it keep blowing the 10 nano cap in the main supply before the rectifying diodes , anyone have any idea about this problem ?

Welcome to the forum.

C604 should be a mains rated Y class cap.
As it's across the L and N it needs be 275VAC rated at least.

Google 'x and y rated caps' for further info.

However it's just for mains suppression and it's not necessary for operation. Value is not critical and you can get Y class caps from Jaycar when you're next there.
In the meanwhile just use the scope.
