LCD monitor motion traing ghosting problem.

The motion trail ghosting problem, is a monitor or video card problem?

If its a monitor problem what kind of part is responsible for this?

Not sure in your specific case, usually this is the sort of symptom you'll see with a bad shielding.

Agreeing with the shielding issue shak said.   Try moving the monitor/cable around and see if anything changes.  If you're using VGA,  try replacing the cable.

This is a computer in my work..... So, as soon as I return to work, I will test the cable I will let you know.
