pioneer blueray burner

Hi all,i have a bluuray burner model BDR-209EBK,I notice when i connect it the led flashes green on the front panell,but it doesent get detected by win 7 64 ultimat also the disk doesent spin,its brought untested from ebay,this is the second one like this,i need to know if its my sata bus or the drive,i assumed as soon as it had power if you put a disk in it should at least spin the motor?,i dont want to send it back if the fault is with my pc,any ideas? TIA.

You can have fun and bury in it, maybe some simple element has fallen (fuse condernsator etc) but usually these devices are not repairable (if some IC has fallen)
