I would take out the power supply and carefully inspect all the components, check caps, use a multimeter to look for open or shorted components, etc... as much as possible. Try to get board part # and find online schematics, and check for board repair kits online (for example try ShopJimmy.com) just to sniff out what kinds of components are included in the repair kit. This may give you a clue as to places to look first, as these include the most common failed parts.
Once you think you have repaired it you should also have a way to run the power supply independent from the TV and take from standby mode to full on (connecting certain connector pin to ground via resistor) which will turn power full on. Then you check voltage across caps or on output. Until you have ruled out that your power supply is good I don't see why you would want to mess with any other boards, it will only add more variables and may cause you to damage something else unnecessarily. Perhaps post photos of your board and part numbers here.
