I have a hand-me-down BM251 from my son who graduated to some expensive fluke thing. The BM251 has had hard use (he is an air-conditioning apprentice) and I note that the lowest ohms only seems to go down to about 1 ohm (using a single test lead shorting COM and ohms, is that normal?

For very poor quality probes (or dirty ones, or dirty plug/socket), 1ohm is not out of the question.
Clean the probe connectors and socket with some moist alcohol paper towel, see if that reduce it. After that is done, it should go down some.
